Once you create an application and fill out the data, your information will be visible to users within that district (and only within that district). The district controls their user visibility and what their users can and cannot see. 

When you enter sensitive information such as SSNs, EEO data, and other legal information, you may be concerned with who can view this data when attached to your application. By default, this data is only visible to the highest level of user in applicant tracking.
